Update fuse.dom.Event.fire to support firing an event even if it's it's been told not to bubble.

A little more on this... When writing the custom mouseenter/mouseleave events, I don't want to bubble the mouseover/mouseout event when the conditions are met for a mouseenter/mouseleave and still fire the mouseenter/mouseleave event. Right now if I stop bubbling, the fire method doesn't not fire the mouseenter/mouseleave event.
