Inline API documenation efforts - Part 1

- Overview
- The inline documentation efforts are going to allow us to generate API documentation. This is the first user story for documentation efforts over the upcoming iterations. The inline documentation will follow the jsdoc-toolkit specification.

- State changed from new to invalid
No longer creating "user stories". Just create the tickets and add them to the iteration.
